1:13 But to which of the angels has He ever said, “SIT AT MY RIGHT HAND, UNTIL I MAKE YOUR ENEMIES A FOOTSTOOL FOR YOUR FEET”? (NASB)Psalm 110:1
110:1 The LORD says to my Lord: “Sit at My right hand Until I make Your enemies a footstool for Your feet.” (NASB)
The Author of Hebrews 1:13 quotes from Psalms 110:1 to ask the question of who among the angels has God said sit at my right hand, etc. Note that there is no explicit mention of making enemies a footstool in the Torah, which is the first five books of the Hebrew Bible. However, there are some verses in the later books of the Hebrew Bible that use this imagery, such as in the Psalm and in 2 Samuel 22:40. These verses are often interpreted as messianic prophecies, referring to the future anointed king of Israel who will defeat his enemies and rule over them. Note however there is a parallel to the Torah based concept of God’s sovereignty and justice and ultimately as judge and ruler of the world. The Torah has not passed away!
