Hebrews 4:5
ה וְכָאן שׁוּב, ״אִם–יְבֹאוּן אֶל–מְנוּחָתִי.״

4:5 And in this place again, If they shall enter into my rest. (KJV)
Psalm 95:11
95:11 Unto whom I sware in my wrath That they should not enter into my rest. (KJV)
Here in Hebrews 4:5 the author of the book of Hebrews repeats himself and quotes from Psalms 95:11 which refers to the rebellion of the Israelites in the wilderness and failure to enter the Promised Land according to Bamidbar / Numbers 14:20-35. Here the Lord God declares that none of the generation that left Egypt, except Caleb and Joshua, will enter the Promised Land. The promised “rest” is that which God gives His people. Both of these are from a Torah context, the Torah has not passed away!
