Devarim / Deuteronomy 19:15
19:15 One witness shall not rise up against a man for any iniquity, or for any sin, in any sin that he sinneth: at the mouth of two witnesses, or at the mouth of three witnesses, shall the matter be established. (KJV)
Here in 2 Corinthians 13:1 Paul quotes from Deuteronomy 19:15 to demonstrate the authority of having witnesses for judgment. Here obviously Paul is teaching how the Torah is the final say in regards to how we are to have witnesses for a court of law. The Torah has not passed away!
